Modern transport interchange facilities will help increase the comfort of public transport
 
As world practice shows, transportation in metropolitan areas is possible to make comfortable, if priority mean of transportation for its residents becomes public transport. To assign all transportation in a network, thus further increase passenger comfort, is the aim for the Moscow program of development of transport hubs. In the short term in the capital and in suburbs it is planned to renovate 92 planar hubs and build 163 capital hubs. 
 
Feature of the program of hub development is that private investors will finance building of transport hubs. But despite this, specialists in «Mosinzhproekt», which is the management company for the construction of 48 hubs in the Moscow subway system, emphasize: hubs primarily response to urban and social tasks. Commercial areas will be segregated from zones of transplantation: there is no need to wade through shopping centers or offices to change the mean of transport. Also hubs will include social service facilities. 
«The real estate market in Moscow is acyclic, it depends neither on the European nor the Asian, but at the same time it is the fifth in the world ROI. Thus, investments in real estate in Moscow is a good option for investment diversification even for international companies that operate in foreign markets — Head of the Investment Company «Mosinzhinvest» (subsidiary of «Mosinzhproekt») Elena Stepanova is confident in the prospects of the project. Projects that developed by «Mosinzhproekt» are less risky for foreign investors, as in the scheme implementation, all key risks (political and administrative) takes on state-owned company — the main performer of strategic development of the capital — «Mosinzhproekt». 
Place and functional of future transportation hubs determined by experts of «Research and Design Institute of General Plan of Moscow» on the basis of analytical data on the workload of the road network, traffic flow and social needs of the population. Experts estimate that the economic impact of the hubs development program can vary from 70 to 140 billion rubles. Time of the city trip will be reduced by 10-15%. Reduction of traffic on the roads is expected due to development of the hubs: by 20 thousand cars at the entrance to Moscow in the morning rush hour and by 16 thousand at the entrance to the city center.

Despites the fact that majority of Moscow population generally support the transport hub development program people living in construction area react to this program ambiguously. And this reaction can lead to protests if preventive measures are not taken. To understand the cause of these conflicts and find ways to reach a compromise between the authorities and the population is possible using the method of social projection.
 
The task that the management of «Mosinzhinvest» sets is to align the people’s attitude to transport hubs. «Mosinzhinvest» has attracted scientists from the Institute of Sociology of the Russian Academy of Sciences and experts of the Russian Society of Sociologists to research of people’s attitude to eight hub projects which company is about to implement.
The results of this work are: the overwhelming majority of respondents have no clear understanding of what the transport hubs are and citizen awareness of plans to build such facilities ranges between 10-15%. In most cases, people are frightened by the prospect that their neighborhood becomes from a quiet and peaceful accommodation into a noisy, overloaded with transport and migrants district and that facility construction turns out unfinished.
To avoid an escalation of social tension is possible by full or partial satisfaction of people’s demands. The study shows that an important indicator of public opinion is the willingness to accept or at least not to block the construction in exchange for compensatory measures. Specialists of «Mosinzhinvest» had already accommodated wishes of citizens and included in hub projects medical centers, multifunctional complexes, banks, etc.
It is necessary to understand that urban policies in modern populous city is increasingly dependent on the position of the local population - the approval or rejection of a construction project. The use of new social technologies, including clarification of public opinion, a competent public information campaign and in difficult situations making changes to projects can be used to avoid or minimize urban conflicts. Well-timed and qualitative implementation of the proposed measures will safely undergo the procedure of public hearings and significantly reduce conflicts during construction.

Investment climate in the construction industry has become «softer»
 
Over the past two years according to experts of the World Bank Russia has made a noticeable leap in improving the investment climate. Moreover, the volume of investments in Moscow according to its mayor Sergei Sobyanin in 2013 reached 1.5 trillion rubles mark, which is almost 50% more than the pre-crisis level. High performances mainly were made possible by the transition to an electronic system for public service delivery, including the construction industry. This allowed substantially reduce the administrative barriers and attract the attention of investors.
 
As a dynamic megalopolis and the center of the economic life of the country Moscow today is a leader in attracting investments in the construction sector. High activity of investors in this region is largely due to a comfortable business environment, which has been achieved, also through an all-inclusive transition to electronic public service delivery in the field of construction. Today, the applicant may obtain a building permit remotely execute the necessary planning documentation at anytime from anywhere in the world, having at hand only a computer with Internet access. Currently the public services and functions portal of Moscow provides in electronic form 7 different services in construction sector and soon 3 more services will be transferred into electronic form. 
Since October last year the acceptance of applications for all public services for facilities constructed by the state order is carried out only in electronic form. Officials note the high level of demand of electronic public services by developers. Only in early 2014 the percentage of received in electronic form applications for the provision of public services was about 33% in Moscow State Building Inspection (Mosgosstrojnadzor), Moscow State Expertise (Mosgosekspertiza) — about 72% and Moscow Committee of Architecture (Moscomarchitecture) — 29% (for comparison: in 2013 in electronic form they received only 13%, 18% and 8% of the applications). The Moscow Complex of Urban Policy and Construction is not going to stop on reached marks and plans to increase up to 50% the number of appeals of design and construction organizations for public services in electronic form.
Another significant advantage of electronic services is reduction of the risks of corruption, as parties do not communicate personally and cannot «reach agreement». 
Reducing administrative barriers not only has a positive impact on the investment environment in the capital, but also helps to strengthen the overall position of Russia in the international business community. This happens due to the reduction of procedures in the construction sector in Russia. According to the list of the World Bank, they reduced from 42 to 36, the timing of receipt of permits — from 344 to 297 days, procedure cost reduced by 36.5%.
Federal authorities today celebrate the successful experience of Moscow’s administrative reform in the construction industry and talk about the need to spread some of its directions in the entire country. «We will use the experience of Moscow to introduce simplified procedures in the construction and to convert of public services in electronic form, the creation of one-stop service — said Minister of Construction and Housing and Communal Services of the Russian Federation Mikhail Men. — We hope to change the situation in the near future so that the dynamics in the country in the construction industry was progressive».
