Central Ring Road

an urgent transport infrastructural project for Moscow region and Russia
The Central Ring Road (TCKAD) — a project started this summer will lower the connecting traffic through Moscow and lessen the burden on outbound routes of the city. TCKAD will also fulfil a role of key element of Transeuropean transport network giving impulse to develop transit potential of the whole country. 
The city expansion and vehicle-to-population ratio converted The Moscow Ring Road (MKAD) to road of city significance. Moscow authorities had to put limitations on freight transport traffic. After four years there will be an alternative passage — The Central Ring Road. It will be of major importance not only for Moscow and suburbs, it will matter for Russia at large.
The Central Ring Road was designed as a new trunk road. It will be built at a distance of 400-800 m from The Moscow Ring Road. Total length of the TCKAD will be approximately 530 km. It will be the road of first category with design speed 150 km/h. The Central Ring Road will be equipped with modern traffic management system and means of emergency communication. Along the whole length of the TCKAD there will be parking places for brief rest and roadside services as well as heliport decks.  For lowering negative impact on the environment the road will be equipped with noise screens and purification systems of rainwater. 
The construction of the Central Ring Road is a BOT project, it is funded by government as well as by private investors. Chinese banks have already shown their interest in financing the project. The total cost of The TCKAD is estimated at 300 billion rubles.  This investment can be paid back with interest after completion of construction — some sections of the road will be fee-based, and small and large “concrete” roads will serve as a toll-free alternative. 
The main task for TCKAD is to accommodate a load of heavy truck transport which now uses MKAD as a main road. “TCKAD will be a new transit road around Moscow, this project will make  life easier for those who use to drive on MKAD and radial main roads,” assured Mayor of Moscow Sergei Sobyanin. “TCKAD will change the whole development pattern of the Moscow region; it will help to make it more distinct, systematic and comfortable for the city.”
Moscow government promises to finish construction of Moscow section of The Central Ring Road by the end of 2018. There will be new sites of civil construction on the adjacent areas. According the estimates of the Head of the Department of the Development of new territories Vladimir Zhidkin, in four such areas (settlements Novofedorovskoye, Voronovskoye, Klenovskoye and Krasnopakhorskoye) will appear 400 000 new jobs. “These centers will guarantee employment not only for these particular settlements but for other settlements bordering ”new Moscow” territories,” said Zhidkin. Moscow authorities stress the point that the whole TCKAD area has the integrated development project plan which eliminates the risk of sporadic building.
